I also googled the locations of some of the larger powerplants and found that they tended to be located in the South west regions. Specifically in Arizona, Nevada, and near Southern California. This also would explain the lower air quality in those counties.

Interesting that the North West coast tends to have a higher amount of PM2.5. Assuming these came from plants in the South West would make sense since these particles are smaller and can travel a little farther. Also PM2.5 can include sea spray and natural made PM2.5 so it would make sense to be a problem closer to the coast.
